Florida Motorcycle Strategic Safety Plan (MSSP)

The Florida Strategic Highway Safety Plan (SHSP) is designed to improve road safety for Florida residents and visitors and identifies strategic safety priorities in both public and private agencies and organizations at the national, state, regional, and local levels. The SHSP addresses motorcycle safety issues on Florida’s roadways with emphasis on objectives and strategies to reduce motorcycle crashes, injuries, and fatalities.

The Motorcycle Safety Strategic Plan (MSSP) supplements and expands on the SHSP by providing targeted strategies and action plans to improve motorcycle safety in the state of Florida. The purpose of the MSSP is to focus funding and resources on the areas with the greatest opportunity to reduce motorcycle fatalities, serious injuries, and crashes.

The five year-plan was developed during a one-year period from December 2014 until November 2015, under the guidance of the designated lead agency, the Florida Department of Transportation (FDOT). The FDOT Safety Office involved a wide range of stakeholders throughout the process, which included the Department of Highway Safety and Motor Vehicles (DHSMV), Department of Health (DOH), state and local law enforcement, emergency management, motorcycle safety interest groups, and motorcycle dealers.

Prior to the development of the MSSP, a motorcycle safety assessment was carried out by a multidisciplinary Technical Assessment Team (TAT) of national experts, which was assembled by the National Highway Traffic Safety Administration (NHSTA). Based on the assessment results, the TAT provided recommendations for improvement. These recommendations played an integral role in development of the MSSP, which outlines strategies to accomplish, the recommendations, and action steps desired by stakeholders.

The MSSP was designed to provide a comprehensive strategy to address motorcycle safety issues by identifying goals, strategies, action steps, and performance measures for key program areas. The seven program areas included in the MSSP are program management, data collection and analysis, rider training and licensing, law enforcement and emergency services, roadway engineering, advocacy and policy, and communications and outreach.

The overall goal of the MSSP is to reduce the number of motorcycle-related crashes, injuries, and fatalities on Florida’s roadways. The goals, strategies, and action steps set forth in this plan identify Florida’s motorcycle safety priorities. The plan provides a roadmap for state and local agencies and private organizations committed to improving motorcycle safety.
